Miller Road Trench Soil Management Project

The Miller Road Trench Soil Management Project, identified as project number 21215-10, is led by the East Bay Municipal Utility District to support the proactive replacement and rehabilitation of critical water system infrastructure in Alameda County. The project involves the continued operation of two primary sites: the Miller Road stockpile site for the import, temporary storage, and periodic removal of trench soil, and a separate rock and sand stockpile site used for backfill materials. These operations are designed to accommodate an increase in annual pipeline replacement from 20 to 25 miles to approximately 30 miles by 2030. The scope of work includes the use of excavators, D6 and D8 dozers, water trucks, and sweepers for stockpile management and off-haul events. Operational activities include daily trench soil imports, biweekly backfill material imports, and periodic off-haul events occurring every one to five years. Compliance requirements include adherence to the Stormwater Pollution Prevention Plan, the Habitat Conservation Plan for erosion control, and strict hazardous materials management in accordance with RCRA, U.S. DOT, OSHA, and CAL OSHA regulations. Additionally, the project requires a performance bond for future remediation and mandates that off-haul contractors follow enforceable provisions regarding vehicle idling, dust control, and load covering.
