Milling City Streets

The City of Harrisburg, through Dauphin County, is soliciting bids for the milling of city streets under Invitation for Bids IFB 2026-07, with a submission deadline of June 16, 2026. This contract requires bidders to provide a per-square-foot milling rate inclusive of contractor retention and the full removal and disposal of all millings generated during operations. All work must be performed within Dauphin County, Pennsylvania, and is subject to assignment by the City’s Department of Public Works and Office of the City Engineer. Bidders must conduct a mandatory site visit and submit a scope survey of the full project to be considered responsive. The bid must include a 10% bid bond, a non-collusion affidavit, proof of insurance, a list of at least three prior similar service contracts, and compliance with all required forms including the Acknowledgments Questionnaire, PennBid RFI Form, and completed Pricing Schedule. Successful bidders must demonstrate that at least 75% of the work will be performed by their own workforce, with subcontracting limited to no more than 25%. All contractors must hold a valid City of Harrisburg Business/Mercantile License, comply with Act 127 of 2012 for employment verification, and adhere to prevailing wage rates established by the Bureau of Labor Law Compliance. Insurance requirements include commercial general liability coverage with minimums of $2 million general aggregate and $1 million per occurrence, automobile liability coverage of $1 million combined single limit, and statutory workers’ compensation. Upon award, the contractor must provide a 100% performance bond and a 100% payment bond if subcontractors are used. The contractor is responsible for all PA1Call notifications prior to work and must provide a two-week notice to the City before each milling operation. Payment is made bi-weekly, net 30–45 days from invoice receipt, with invoices required to contain specific details including the purchase order, invoice number, and remittance address. Records must be maintained for three years after completion and are subject to audit. The City will not indemnify contractors, and any bid seeking such protection will be rejected.
