The Space and Missile Systems Center (SMC) Military Satellite Communications (MILSATCOM) Systems Directorate (SMC/MC) is pursuing an effort to provide Systems Engineering, Integration and Test (SEIT), under the MILSATCOM SEIT (MSEIT) acquisition. This effort will continue to increase the effectiveness and efficiency of all Directorate and program systems engineering capabilities, to support the creation and control of system definitions and technical baselines, to support development of end products, and to standardize and streamline engineering processes and products across SMC/MC (hereafter MILSATCOM or the Directorate). The FBO notification changing the acquisition strategy from Total Small Business Set-Aside to Full and Open Competition was posted 9 May 2018. Please refer to prior postings number 17-054 and 18-016 for the MSEIT PWS and CDRLs. The Government has established a bidder's library which contains additional documents such as applicable compliance documents, reference documents, and draft MSEIT acquisition documents associated with this pre-solicitation notice. Instructions for accessing the bidder's library are found in Attachment 2. In addition, an Industry Day (Pre-solicitation Conference) will be held on 25 and 26 June 2018 at Los Angeles AFB to give potential bidders the opportunity to discuss elements of the impending MSEIT RFP and ask questions. Additional details on the Pre-Solicitation Conference can be viewed in the MSEIT Pre-Solicitation Conference Instructions (Attachment 1). Note: Submit attendance requests no later than 14 June 2018 to allow sufficient time for processing access to the conference. Attendance will be limited to three (3) personnel per company. All attendees must be a United States citizen and possess, at a minimum, a Secret clearance. The Draft Request for Proposal (DRFP) will be released for industry comments upon completion of the SMC Solicitation Review Board (SRB) process. The small business size standard is 1,250 employees.
