The Library of Congress has issued a sole source award to Minaret Corporation under solicitation number CDS20210001 for the maintenance, licensing, and support of the Classification Web subscription database service. This procurement was conducted as a total small business set-aside under NAICS code 511210. Because Minaret is the original equipment manufacturer and owns the source code for this specialized software, the Library determined that no other vendors or resellers could provide the necessary support or maintain the extensive customizations critical to the organization's classification workflows. The contract establishes a base performance period from August 1, 2021, to July 31, 2022, with the inclusion of four option years extending the potential term through July 31, 2026. This award ensures the continuity of essential internal and external library operations by securing direct support from the only capable provider. The procurement was justified under 41 U.S.C. section 6101 and FAR 6.302, citing the unique capabilities of the Classification Web software as the primary driver for the non-competitive award.

This award notice is to let vendors know that the Library has made a sole source award to Minaret. This sole source award to Minaret Corporation was for maintenance, licensing and support services related to Minaret's Classification Web software and service. The Classification Web subscription database service is currently in use at the Library and this requirement is for maintenance and licensing to support that solution. The solution could only be procured directly from the OEM, Minaret, as there are no re-sellers of this solution. The Library's brand name justification and sole source of this requirement to Minaret were attached in the previous posting on beta.sam.gov. Due to an issue in beta.sam.gov, this notice does not directly link to that award, but the link to that posting and attachent are provided below: https://sam.gov/opp/a740961a19e9469481ea59663ff790d5/view

LOC Novel High-Density Optical Data Storage
Solicitation # 030ADV27R0004
The Library of Congress is soliciting proposals for a Firm-Fixed-Price pilot project to evaluate the feasibility of using novel ultra-high density optical data storage for the long-term preservation of its digital collections. The primary objective is to identify a scalable, immutable, and durable storage medium that can reduce maintenance and migration cycles compared to traditional methods. The scope of work requires the contractor to encode, validate, and store 1TB of diverse digital data, including video, audio, text, and images, ensuring 100% data recovery and high-fidelity recall. Additionally, the contractor must create an artistic and educational display utilizing a subset of the data for library visitors. The period of performance is scheduled from February 1, 2027, to January 31, 2028, with all work performed at the contractor's facilities and coordination conducted virtually. The acquisition follows a two-step advisory down-select process using a best value trade-off approach, where technical understanding and corporate experience are weighted significantly more than price. Phase 1 focuses on technical understanding and corporate experience, while Phase 2 evaluates the detailed technical approach and price. Key requirements include ensuring the storage media maintains integrity for at least 50 years at temperatures at or below 35 degrees Celsius and protecting the media against physical damage. Proposals are due by October 27, 2026, and must adhere to strict formatting and page limits across multiple volumes. Deliverables include project reporting, the encoded data storage, and the final educational display.
