Mine Reclamation Plan Technical Review Services

The State of Idaho Department of Lands is soliciting Statements of Qualifications from qualified contractors to provide Mine Reclamation Plan Technical Review Services. This Indefinite Delivery, Indefinite Quantity contract involves providing technical support and advisory services to review mining reclamation and cyanidation facility closure plans, cost estimates, and financial assurance documentation. The contractor will be responsible for ensuring technical completeness and reasonableness relative to regulatory requirements, including Idaho Code Title 47, Chapter 15, and IDAPA 20.03.02. Key tasks include identifying inconsistencies in plans and reviewing National Environmental Policy Act documents such as Environmental Impact Statements and Plans of Operations. Deliverables include technical memoranda, progress reports, and final reports submitted to the Contracting Officer Representative. The contract has a base term of one year with the option for four additional one-year renewals, with work assigned on an as-needed basis. Award decisions are based on a scoring system totaling 1,000 points, focusing on Qualifications and Experience, Approach, and the identification of Obstacles, Challenges, and Risks.
