The Royal Canadian Mounted Police is soliciting proposals for mini-bus transportation services to support a large-scale international event in Vancouver, British Columbia, from June 1 to July 20, 2026, with the contract period officially spanning June 1 to July 9, 2026. The requirement is for ground transportation of participants, police personnel, and Government of Canada employees across Vancouver, Richmond, and other areas in British Columbia. Bidders must offer vehicles with a capacity of 20 to 30 passengers and are required to provide 24-hour dispatch, expert route and staging advice, live GPS tracking, driver accreditation management, and emissions logging as specified. All personnel must hold a valid Facility Access 2 Security Clearance issued by the RCMP Departmental Security Section, and service providers must demonstrate compliance with anti-forced labour standards and the federal Ineligibility and Suspension Policy. This solicitation is open exclusively to Canadian suppliers under the Canadian Free Trade Agreement and the Policy on Reciprocal Procurement, with no foreign participation permitted. Bids must be submitted electronically as three separate PDF sections—Technical Bid, Financial Bid, and Certifications—sent via email to the designated RCMP address before the closing date of May 30, 2026. Proposals must include a valid British Columbia business registration, a current Safety Fitness Certificate, and the bidder’s Procurement Business Number matched to their legal entity name. Evaluation follows a strict hierarchy: bids capable of fulfilling the entire requirement exclusively with mini-buses will be ranked by lowest total evaluated price; if no such bid exists, partial bids will be evaluated on a daily basis, prioritized first by the highest number of mini-buses offered per day and then by the lowest daily rate per vehicle if quantities are equal. Multiple contracts may be awarded to meet the full need in sequence. Payment is based on a firm daily rate, with invoices requiring supporting documentation including time sheets, release documents, vehicle details, distance travelled, and fuel consumption, and must be submitted only after work completion. Payment will be processed via direct deposit, and all contractual obligations remain enforceable regardless of any insurance the bidder may carry. Bidders are solely responsible for monitoring the Government Electronic Tendering Service for amendments, as no individual notifications will be sent. Participation is subject to integrity declarations, disclosure of former public servant status, and compliance with the Procurement Ombud for dispute resolution.
