Full Description

The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate with FlowJo LLC, 385 Williamson Way, Ashland, Oregon 97520, (a small business) on an other than full and open competition basis for the renewal of FlowJo's Yearly Site License, quantity - 750 each. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. Delivery to Bethesda, Maryland 20892 with the period of performance of May 1, 2018 - April 30, 2018. The NIAID Flow Cytometry Section, Research Technologies Branch investigators use the FlowJo software to analyze flow cytometry data and then convert it into a graphic presentation appropriate for publications and presentations, permits organizing and managing complex cytometry experiments and produces detailed graphical reports. This FlowJo software is ubiquitous in use in the scientific community of NIAID and has historically been the standard use. There is no other software that is compatible with the existing FlowJo software. To make changes at this stage would be detrimental to the investigators who have programed flow cytometry data for experiments, and the data for the publications and presentations. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the required FlowJo Site License may submit a response that could be considered by email (subject line to reference NIAID-NOI-18-1890803) to Tonia Alexander at contact@example.gov, by 3:00 pm eastern standard time Monday, March 12, 2018. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
