Presolicitation Notice Solicitation Number: MDA16SNRFI02 Agency: Other Defense Agencies Office: Missile Defense Agency Location: MDA-SNA Reference-Number: HQ0147-15-R0025, dated May 12, 2015 Product or Service Code: AC25, R&D- Defense System: Missile/Space Systems (Operational Systems Development) NAICS: 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Instrument Manufacturing DISTRIBUTION STATEMENT A. Approved for public release; distribution is unlimited. Approved for Public Release 16-MDA-8876 (30 September 16) a. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). The Missile Defense Agency's Sensors Directorate (MDA/SN) has a Radar Research and Design (R&D) Development contract requirement and intends to issue a sole source solicitation to Raytheon Integrated Defense Systems (IDS), 225 Presidential Way, Woburn, MA, 01801-1060, to develop follow-on requirements for its X-Band Radars. These radars include the Army Navy Transportable Radar Surveillance (AN/TPY-2) and Sea-Based X-Band Radar (SBX). The requirements include X-Band Software and Hardware Maintenance and Development, current Radar Digital Signal Injection System Maintenance efforts, Warfighter support, Engineering Services, Cybersecurity, and Software Subject Matter Expert support to the Radar Test Contract (RTC) across all MDA Sensors Directorate Radars. MDA anticipates acquiring this acquisition through a single Indefinite Delivery/Indefinite Quantity (IDIQ) award with cost plus incentive fee (CPIF) and cost plus fixed fee (CPFF) CLINs for a base period of four years, and two one-year option periods (72 months through 31 October 2023). MDA also intends to incentivize the use of small businesses in order to enhance future small business capabilities to support this effort. The North American Industry Classification System (NAICS) code for this procurement is 334511. The proposed contract will be executed on a sole source basis to Raytheon IDS pursuant to the authority of FAR 6.302-1(a)(2)(ii), as the resulting contract is for highly specialized supplies and services where it is likely that award to any other source would result in substantial duplication of costs to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the Agency's requirements. Raytheon has been the X-Band Radar product developer for MDA and the Ballistic Missile Defense Organization (BMDO) for more than 20 years. A contract was awarded to Raytheon in September 1992, as a result of a full and open competition for the Strategic and Theater Demonstration/Validation of a Ground-Based Radar. In FY2000, Raytheon was awarded a subcontract under Lockheed Martin contract DASG60-00-C-0072 for the Engineering and Manufacturing Development of the Terminal High Altitude Area Defense (THAAD) X-Band Radar (AN/TPY-2). In April 2003, Raytheon was awarded a prime contract (HQ0006-03-C-0047) for the production and further development of the AN/TPY-2 radar. Under contracts HQ0006-01-C-0001 and follow-on contract HQ0147-09-C-0008 for the Ground-based Midcourse Defense (GMD) System, Raytheon was awarded subcontracts by the prime (Boeing) for the design and development of the X-Band Radar on the SBX Vessel. Under the current contract (HQ0147-12-D-0005, which expires on 31 October 2017) Raytheon is the prime contractor for the scope of work required. As the product developer of the MDA X-Band radars since 1992, Raytheon has unique technical expertise to meet the aforementioned agency requirements. b. Questions. This notice of intent is not a request for competitive proposals. MDA invites any other contractor that reasonably believes it can fulfill the requirements without incurring duplication of costs and experiencing delays to provide a capability statement electronically to Marie Agrinzoni, Procuring Contracting Officer, at marie.agrinzoni@mda.mil by 5:00pm Central Time, 15 days after publication. The U.S. Government is not liable for any cost associated with the capability statement. Companies interested in subcontracting opportunities should contact the Raytheon Contract Manager, Ms. Marita Spring, at Marita_L_Spring@raytheon.com or 339-645-6240.

Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to MDA-NOBLE@mail.mil.

Mobile Integrated Launch Capability
Solicitation # 26-MDA-12366
The Missile Defense Agency (MDA) is soliciting innovative and cost-efficient alternatives to current air drop C-17 target launches through the Mobile Integrated Launch Capability (MILC) program. The objective is to develop mobile launch platforms capable of deploying short to long range target missile systems from any location worldwide to increase launch cadence and reduce costs. This effort is structured in two phases: Phase I focuses on detailed design, engagement analysis, and prototype costing with an objective performance period of three to six months; Phase II involves prototyping, ground testing, and the delivery of one launch platform for a target vehicle system launch, with an objective performance period of twelve to twenty-four months. The solicitation is open to large and small businesses, non-traditional defense contractors, and accredited educational institutions. Interested parties must submit white papers detailing their technical approach, design concepts, and a Rough Order of Magnitude cost estimate. Selection is based on a two-step process evaluating technical merit, innovation, potential utility to agency programs, schedule, and lifecycle cost. Awardees must possess an active Secret Facility Clearance and adhere to strict cybersecurity and Controlled Unclassified Information (CUI) marking requirements. The MDA will consider various contract types, including fixed price and cost reimbursement, as well as Other Transaction (OT) Agreements.
