Vehicle Movement Area Transponders (VMATs)

Solicitation 2026-14823 is an Invitation for Bid issued by the Contracts and Procurement Department of the Port of Portland for the supply of Vehicle Movement Area Transponders (VMATs). The scope of work involves providing an estimated 120 units of VMAT Item Number VTU-20, along with magnetic mounting kits, 5m extension cables, and FAA setup and ICAO address coordination. Bidders must provide comprehensive unit pricing and adhere to strict certification requirements, including resident bidder certification under ORS 279A.120, tax delinquency and felony conviction disclosures, and compliance with federal non-discrimination mandates. The successful contractor must maintain commercial general and automobile liability insurance with a minimum combined single limit of 1,000,000 dollars, naming the Port as an additional insured. Payment will be issued as a single lump sum within 30 days of final delivery and acceptance by the Port. Bids must be submitted electronically via the Port's online bidding system by 2:00 PM on November 13, 2026.
