VOCA is the acronym for the Victims of Crime Act, passed in 1984 under President Ronald Reagan. VOCA uses non-taxpayer money from the Crime Victims Fund for programs that provide direct services for victims and survivors of all types of crime victims and crime survivors This funding opportunity does not require a match at the recipient level. Match is required at the subrecipient level for most subrecipient projects. See 28 C.F.R. 94.118. Award recipients and subrecipients are required to submit quarterly performance measure data in the Performance Measurement Tool (PMT) and separately submit an annual performance report in Just Grants.
