Only one responsible source is available to satisfy the agency requirement for this Miteq upconverter which was custom built by Miteq per specifications provided by Nexcom, Incorporated. These upconverters were purchased from Nexcom, Incorporated in 2008 for the Wallops and Fairbanks Command and Data Acquisition Stations in support of the Constellation Observing System for Meteorology, Ionosphere and Climate (COSMIC) mission. This mission allows global observations of weather and space weather conditions as well as climate monitoring, resulting in the collection of data used to forecast life threatening events such as hurricanes and floods. In order to continue mission support, spare units are required for each site and must be identical in every manner. It is recognized that other manufacturers can provide upconverters with similar characteristics, however, the Miteq U-99-2.035/C28661 external interface specification is the proprietary property of Nexcom, Inc., not that of the government nor Miteq. This notice is not a request for competitive proposals, however all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. All information received by 2pm, EST, 09/01/2010, will be considered by the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the Government. Inquiries will only be accepted via email to Terri.L.Ford@noaa.gov

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
