AI Contract Overview
This solicitation, identified as FA286026Q4012 and titled MOBILE BLEACHERS - 316 CONS, is a combined synopsis and Request for Quotation (RFQ) issued under FAR Subpart 12.2 for commercial items, exclusively set aside for 100% small businesses with a NAICS code of 337127 and a size standard of 500 employees. The requirement is for two mobile bleachers that must be highway-towable, hydraulically operated, fully mechanical, and capable of seating approximately 130 people, with specific technical criteria including a 39-foot length, 10-row seating with 24-inch row spacing, heavy I-beam frame construction, LED lighting, electric brakes, stabilizing jacks, and a 12-volt hydraulic folding system. The towing hitch must be a kingpin or rear hitch configuration; any other arrangement renders a quote non-responsive. Amendment 1 incorporated Clause 52.222-90 into the solicitation, while Amendment 2 extended the response deadline to Wednesday, 06 May 2026, at 2:30 PM EDT to allow for posting answers to vendor questions and reinforced the towing hitch restrictions, mandating updated quotes from vendors whose initial submissions did not comply. Questions must be submitted by 29 April 2026, and all quotes must be emailed with company name, address, CAGE code, UEI, SAM registration status, and a signed compliance statement confirming alignment with the salient characteristics in Attachment 1. Performance requires delivery within 45 days after receipt of order, with inspection and acceptance occurring at Joint Base Andrews, Maryland. Evaluation is based first on technical acceptability, with delivery timeline being a non-negotiable requirement, followed by price; this is a trade-off procurement, not LPTA, allowing the government to select a higher-priced offer with superior delivery performance. The contract will be awarded using the most advantageous technique, and quotes must remain valid for 90 days. All submissions must be made via email, and contractors must be registered in SAM.gov with a valid UEI and CAGE code. Special requirements include compliance with numerous clauses related to security restrictions, trafficking in persons, sustainable products, and prohibitions on procurement from Xinjiang and Venezuela, as well as adherence to electronic invoicing through WAWF using the specified DoDAACs.
