Special Notice of Intent to Sole Source


This is a notice of intent to solicit and award a sole-source procurement. 


The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility intends to solicit and award a sole-source purchase order in accordance with RFO 6.103-2 Unusual and Compelling Urgency. This requirement is intended to be solicited and awarded to Hawaiian Crane & Rigging, LTD for rental of a mobile crane (lifting capacity of 400 TON). The requirements document in the form of a DRAFT Performance Work Statement is attached to this notice.  The tentative Period of Performance is from 8 September 2026 to 10 September 2026.


This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.


The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by 8/26/2026 0800 HST.
