1. This Request for Information (RFI) is for Market Research purposes only and shall not be considered as an invitation to bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. In accordance with RFO 15.101(c)(2), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. AFICC 764 ESS is not seeking proposals and will not accept unsolicited proposals as a result of this RFI. No contract awards will be made from this notice and no solicitation is available at this time. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. No funds have been authorized, appropriated, or received for this effort.


2. The United States Air Forces in Europe and Africa (USAFE-AFAFRICA) requires services to obtain comprehensive lifecycle support, vehicle modifications, training, and logistical sustainment for the Mobile Diagnostics and Integration (MDI) van fleet.


3. The Air Force Installation Contracting Center (AFICC) 764th Enterprise Sourcing Squadron (ESS) provides contracting support to USAFE-AFAFRICA. 764 ESS is seeking to identify potential sources capable of performing the effort as described in the attached Statement of Objectives.


4.  All Firm’s response to this Sources Sought shall be limited to 5 pages and shall include the following information:


1.  Contractor’s name, address, point of contact, phone number, e-mail address, CAGE, UEI, applicable NAICS codes, and website (if applicable).


2.  Provide a list of at least two examples of same or similar work performed by your firm in the past 5 years of same or similar size, scope, magnitude, and complexity


5. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Companies may be contacted if we need further information to fully understand the marketplace. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP).


6. Comments and responses are due no later than 1:00 PM local Ramstein, Germany time on 15 October 2026. Please submit your responses to the Government points of contact indicated below:
