The Naval Air Warfare Center Aircraft Division intends to award a sole source, Firm Fixed Price Indefinite Delivery Indefinite Quantity contract to Dixequip, Inc. for a modified version of the 463L Pallet Trailer, part number 103600. These modified trailers are designed to transport, load, and unload the 8,700-pound F135 Power Module on V-22 aircraft between US Navy ships, including Landing Helicopter Dock ships, and expeditionary sites. The government is pursuing a sole source procurement under FAR 6.302-1 because Dixequip, Inc. is the only known source possessing the necessary technical data and engineering capabilities to perform the required modifications. The scope of the contract includes the delivery of three prototype units for First Article Testing, the provision of supporting drawings for government analysis, and the potential procurement of up to 45 production units. Additionally, the contractor will provide a Technical Data Package. While the government intends to negotiate exclusively with Dixequip, Inc., interested parties were given until July 1, 2019, to submit capability statements to determine if a competitive procurement was warranted.
