This RFI is strictly for market research and is not a solicitation or invitation to submit bids; no contract will be awarded based on responses, and participants will not be reimbursed for response costs. The estimated total program magnitude is up to $700,000,000, reflecting the scale of anticipated future procurement. The Modular Power Enclosures must support 2.2 MW site loads with N+2 redundancy, feature 12.47 kV switchgear expandable to 15 MW, integrate Tier 4 compliant diesel reciprocating internal combustion engine generators that are black-start capable and provide battle-short capability, include a 2.5 MVA / 30-minute battery energy storage system, and support seven-day fuel and DEF runtime at full load. The Modular Secure Communications Enclosures must be accredited for Secret-level operations, certified through third-party RF shielding testing, and designed for disassembly, relocation, and reassembly while preserving RF and acoustic performance. All designs require certification by registered professional engineers and a Registered Communications Distribution Designer. Responses must address technical, operational, and business capacity to support this complex requirement, including experience with ICD/ICS 705, UFC 4-010-05, UL 2050, IEEE 299, and NFPA standards, as well as the ability to maintain a "security in depth" corporate program featuring access control, video surveillance, visitor control, fenced perimeters, supplier rotation, and security training. Contractors must demonstrate capacity to support DD Form 254 requirements, employ personnel with at least Secret clearance, and provide TS-cleared escorts for non-cleared personnel.
