Performance is measured through strict key performance indicators such as 95% instrument uptime, zero temperature excursions in cold chain shipments, delivery of reagents with at least 70% of shelf life remaining, and mean time to repair not exceeding 72 hours. The contractor must maintain forward stock of spare parts and field-replaceable units at regional hubs, ensure continuous electronic temperature monitoring compliant with IATA DGR standards, and provide real-time data uploads to a government supply visibility dashboard. Delivery and service performance occur at designated laboratory sites across contracted countries, with the contractor managing end-to-end logistics from manufacturing to last-mile distribution under DDP-like terms. All operations must adhere to ISO 15189:2022 for quality management, NIST SP 800-52 Rev. 2 for encrypted data transmission (minimum TLS 1.2), and FedRAMP Moderate for cloud-based systems.
