The U.S. Department of State’s Bureau of Global Health Security and Diplomacy is seeking information from qualified manufacturers regarding their capabilities to provide molecular diagnostic laboratory services. This Request for Information (RFI) accompanies a draft Performance Work Statement for a potential procurement focused on all-inclusive molecular diagnostic testing across Sub-Saharan Africa and possibly other regions, as part of the America First Global Health Security strategy. The RFI aims to gather relevant data to refine the final scope of services, but it does not constitute a solicitation or commitment to contract. Responses are voluntary, limited to manufacturers meeting specified eligibility criteria, and will not influence source selection. Respondents are asked to provide specific answers about operational performance and country-specific information where applicable, with a maximum response length of 800 characters per question. Partial or no responses will not affect future participation if a solicitation is issued. Submissions must be made through the designated online portal by June 17, 2026, 5:00 PM EST, with no responses accepted via email. No reimbursement is offered for costs associated with responding to this RFI. The contract opportunity is managed by the Department of State’s Acquisitions office in Washington, DC.

The U.S. Department of State, Bureau of Global Health Security and Diplomacy (GHSD), is issuing this Request for Information (RFI) in conjunction with the attached DRAFT Performance Work Statement (PWS) for the All-Inclusive Molecular Diagnostic Laboratory Services procurement. The new activity, if awarded, will cover molecular diagnostic laboratory testing and services across Sub-Saharan African and potentially other countries as part of the America First Global Health Security (AFGHS) strategy.

Responses to the questions below are requested, but entirely optional, from qualified and eligible manufacturers of molecular diagnostic platforms. Please see the attached DRAFT PWS for eligibility criteria. Responses will be used to inform the final PWS and will not be used for source selection purposes.

Where a question asks about specific contracted countries, please address each country individually rather than providing a general response. Where a question asks about current operational data or performance metrics, please provide actual data where available rather than estimates.

Respondents are encouraged to answer each question as succinctly as possible (800-character count/question, including spaces). If responding to each question is not feasible, qualified and eligible manufacturers may submit responses to a select number of questions or decide not to respond at all. Not responding to this RFI or providing only limited responses bears no consequence to the outcome of the eventual competition, if any solicitation will be released.

Responses are to be submitted via this link: https://forms.cloud.microsoft/g/smW7MpdKHN.

Responses should be submitted no later than Wednesday, June 17th, 5:00PM EST. No email responses are accepted; all responses should be submitted through the link provided above.

This RFI does not constitute a solicitation and does not obligate the Government to issue a solicitation or make an award. No reimbursement will be made for any costs incurred in responding to this RFI.
