THIS SOLICITATION IS AMENDED TO INCLUDE THE FOLLOWING INFORMATION AND EXTENDS THE RESPONSE TIME TO 6pm MTN TIME, MONDAY MARCH 1, 2010. Mil Spec-C-5541 Class 3 does allow for using processes that do not violate EPA standards, so equivalent corrosion control film standards are fine. However, the vendor (in accordance with the mil standard) must provide a signed certification document that states their corrosion control film/immersion method meets or exceeds Mil Spec-C-5541 Class 3. NOAA will look out for this during the first article acceptance. The preferred method for item reference identification markings is either etching or stamping per MIL-STD-130. Most companies now have a forced black ink print system that acts to permanently etch an image on to the metal before the corrosion control is applied. However, some companies hand stamp with a permanent black ink afterwards. Either is fine. What ever they do they should ensure it is neatly and clearly applied and that it will be permanent! The scheme of course (per the drawing) would be OWY55ASSY-2310031-301
