MPA 136 FY27 OE HVAC Maintenance, Repair and Installation

The State of Rhode Island is soliciting vendors for MPA 136, an Open Enrollment contract for the maintenance, repair, and replacement of heating, ventilating, and air conditioning systems, subsystems, and components. The scope of work encompasses general and emergency repairs, routine maintenance such as cleaning and lubrication, and the full replacement of deteriorated equipment. Technical requirements include expertise in centrifugal, absorption, and scroll/screw chillers, high-pressure steam boiler systems, and automated temperature control systems. Services are billed on a time and materials basis using on-site hourly rates, with separate cost proposals required for duct cleaning and air balancing. The contract allows for maintenance terms of up to three years, with a new contract cycle beginning July 1, 2026. To be eligible for the qualified vendor list, applicants must pass a licensing gate by providing a current Rhode Island Department of Labor and Training license, specifically a Master Mechanical Contractor, Contractor Master, Pipefitter Master Class I Unlimited, or Refrigeration Master Class I Unlimited license. Vendors must also complete an Open Enrollment Vendor Assessment Form and adhere to Minority Business Enterprise participation requirements, which mandate a minimum of 15 percent participation for state-funded projects. Performance standards require 24/7 emergency response capabilities, EPA certification for CFC refrigerant handling, and strict adherence to manufacturer recommendations and industry practices. Contractors are responsible for providing detailed field service reports and monthly billing reports, and must obtain prior approval from the User Agency for all projects and additional repairs.
