The Naval Air Warfare Center Aircraft Division intends to award a sole-source contract to Rockwell Collins, Inc. for the implementation and qualification of ARC-210 radio code capability. This effort focuses on enabling the Ethernet interface to accept data for transport over line-of-sight fixed frequency UHF models, including FM, AM, and CPM in sea scattering multipath environments, with additional options for beyond-line-of-sight capabilities such as 25KHz Dedicated, 25KHz DAMA, and IW. The scope of work encompasses the necessary management, planning, reviews, and meetings required to achieve these technical objectives. Under solicitation N00019-19-RFPREQ-PMA-209-0007, the government is utilizing FAR 6.302-1 authority, designating Rockwell Collins, Inc. as the only responsible source. As the original equipment manufacturer and sole designer of the AN/ARC-210 radios, the company possesses the proprietary technology, documentation, and resources essential for the modification and support of these items, which the government cannot competitively procure due to a lack of adequate data rights. This requirement aligns with broader electronic protection radio program goals, including engineering support and maintenance for Department of Defense and foreign military sales customers.
