This solicitation, W50S77-26-Q-0011, is a combined synopsis and solicitation for a Firm-Fixed-Price contract to perform MQ-9 Load Testing on 15 specified lifting equipment items, including wing slings, propeller straps, center of gravity tools, engine lift fixtures, and lifting beams, as defined in specification 1Q-9(M)A-2-4. All testing must be completed at the contractor’s place of business and returned within 15 calendar days of receipt, with performance beginning no later than 30 days after award. The requirement is a 100% Small Business Set Aside under NAICS code 811310, with a size standard of $12.5 million, and offerors must self-certify as small businesses and disclose any applicable socioeconomic designations such as HUBZone, veteran-owned, or disadvantaged status. The evaluation will be based on technical capability and price, using a trade-off process rather than LPTA, with no evaluation of past performance. Technical compliance is mandatory, and the contractor must provide all labor, tools, test equipment, and documentation certifying results. The place of performance is Houston, Texas, and the government will inspect and accept deliverables at DODAAC F6S2MX. Invoicing must be submitted electronically through WAWF using the Invoice and Receiving Report format. Compliance with numerous FAR and DFARS clauses is required, including prohibitions on Kaspersky, ByteDance, and Huawei/ZTE equipment, Buy American, combating trafficking in persons, privacy training, affirmative action, and equal opportunity. Offerors must provide their UEI and CAGE code and disclose any use or provision of covered telecommunications or video surveillance equipment. No packaging, preservation, or marking requirements are specified in the documentation. The response deadline is June 26, 2026, and proposals must be submitted via SAM.gov. The contract does not include pricing data, as CLIN 0001 leaves unit and extended price fields blank, indicating that offerors are expected to propose their own fixed prices. Payment processing will utilize DODAACs F87700, W50S77, and F6S2MX for payroll and voucher routing.
