MQ-9B Unmanned Aircraft System (UAS) and Associated Equipment

The Department of Homeland Security, Customs and Border Protection awarded a sole source contract modification to General Atomics Aeronautical Systems, Inc. (GA-ASI) for the procurement of additional MQ-9B Unmanned Aircraft Systems (UAS) and associated equipment. This hybrid Firm Fixed Price and Cost-Plus Fixed Fee action is valued at 265,490,000.00 for the specific modification, while the overall contract ceiling has been increased to 1,592,751,588.00. The procurement is justified under FAR 6.103-1 as GA-ASI is the sole developer and manufacturer with exclusive proprietary technical data and software, making them the only responsible source capable of satisfying agency requirements without causing unacceptable mission delays or prohibitive duplicative costs. The scope of work encompasses program management, engineering, repair, operational, maintenance, and logistics support for the MQ-9 UAS fleet, including Command and Control Ground Stations, Ground Support Equipment, and various mission sensors. The current option period for this modification runs from October 1, 2025, through September 30, 2026, with overall performance spanning fiscal years 2025 through 2029. Performance and delivery are centered in Poway, California, supporting critical border surveillance, law enforcement, and national security missions.
