MROTC Surveillance Upgrade

The solicitation FA8125-26-Q-0059-0001, titled MROTC Surveillance Upgrade, is a commercial firm fixed price contract issued by the Air Force Sustainment Center at Tinker Air Force Base, Oklahoma, under the Department of Defense. The purpose of this amendment is to remove the previously required ISO 17025 certification for calibration services and to extend the proposal due date from May 27, 2026, to June 30, 2026, at 12:00 PM CST. The Statement of Work has been revised to reflect this change, with the new version labeled MROTC Surveillance Upgrade_Statement of Work_REV-01 replacing the prior version. The procurement seeks the delivery, installation, calibration, and verification of an upgraded camera system, including a 96TB Avigilon NVR server, camera licenses, H5A-4MH cameras, mounts, PoE injectors, network switches, and associated accessories—all to be deployed at Building 3001 and surrounding MROTC facilities at Tinker AFB. The contract requires full compliance with OEM specifications, DOT transport standards, and OSHA Hazard Communication guidelines, with all hazardous materials shipments accompanied by Safety Data Sheets and proper labeling. Award will be made under the Lowest Price Technically Acceptable (LPTA) methodology, where proposals must first pass a pass/fail technical evaluation based on adherence to equipment specifications, installation methodology, warranty terms, and submission of a written statement confirming capability to meet requirements. Among technically acceptable offers, the award will go to the lowest total evaluated price. Offerors must register in SAM.gov and submit the required Offeror Representations and Certifications – Commercial Items form, including their Unique Entity Identifier and socioeconomic status, such as small business or WOSB designation. All personnel must complete mandatory training in FOD/DOP, tool control, and environmental compliance, and an onsite representative must be designated to manage daily safety communication. Calibration must be NIST-traceable, documented with full environmental data and signatures, and accompanied by official stickers affixed to equipment.
