Mullanphy Rd - Shackelford Rd to Patterson Rd - STP-4901(650) CONSTRUCTION

STP-4901(650) is a federally funded Surface Transportation Program project administered locally by the City of Florissant under FHWA and MoDOT oversight. NEPA environmental clearance for the entire project was obtained on October 30, 2024, and right-of-way clearance was certified by MoDOT on April 15, 2026. Utility coordination has been substantially completed. Ameren Missouri maintains overhead power facilities along the south side of Mullanphy Road and will relocate one conflicting pole prior to construction. AT&T, Charter Communications, and MCI/Verizon facilities are clear of conflicts. Spire Gas and Missouri American Water maintain underground mains beneath the roadway; no conflicts are anticipated, though valve adjustments to grade will be coordinated with each utility during construction. There are no railroads within or adjacent to the project limits. Based on this status, utility work is not expected to impact the contractor's progress. The contract carries 100 Working Days for completion on May 14th, 2027 , with liquidated damages assessed at $1,100 per day for failure to complete work within the allowed contract time.
