Multichannel Time Interval Measurement Systems

The National Institute of Standards and Technology (NIST) is conducting market research to identify capable vendors for the purchase of four Multichannel time interval measurement systems, as defined in attached technical specifications. This sources sought notice is not a solicitation, nor does it obligate the government to award a contract; it is solely for gathering information to determine the appropriate acquisition method, including whether a small business set-aside is feasible. Respondents must indicate the country of manufacture for the product and submit a capability statement of no more than four pages, including company names for the provider and manufacturer, product specifications and examples, typical lead times, and any other relevant details that assist in shaping the final requirements. Proprietary information may be marked as such, but sales brochures or marketing materials will not be considered, and no quotes will be accepted at this stage. The acquisition falls under NAICS code 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. NIST is seeking responses from all responsible sources, regardless of size, but will consider small business set-asides if at least two qualified small businesses meet the technical requirements. The response deadline is August 3, 2026, and submissions must be emailed to deionne.jones@nist.gov. The government will evaluate responses to determine the optimal path forward for competitive or non-competitive procurement, which may later be posted on SAM.gov. This effort is part of a broader initiative to assess domestic manufacturing capability and ensure compliance with procurement policies before issuing any formal request for proposals or quotations.
