Solicitation # FA890326SC001
The Air Force Installation and Mission Support Center (AFIMSC) has established the Streamlining Procurement for Effective Execution and Delivery (SPEED) Commercial Solutions Opening (CSO) under solicitation FA8903-26-S-C001. This full and open acquisition vehicle, active from September 1, 2025, through August 31, 2030, is designed to competitively procure innovative commercial items, technologies, and services to close capability gaps and advance technological capabilities across various Areas of Interest (AoI). The program utilizes a streamlined acquisition process authorized by DFARS Subpart 212.70, allowing for awards via FAR Part 12 Commercial Item Procedures or Other Transaction (OT) agreements under 10 USC 4022. Both traditional and non-traditional defense contractors are eligible to participate. The SPEED CSO employs a multi-stage Spiral submission process to evaluate solutions. Spiral 1 typically requires a concise written solution brief of no more than five pages or a five-minute mp4 video. Evaluation is based on technical approach, performance schedule, and fair and reasonable pricing, with a focus on merit and risk. Recent and ongoing Areas of Interest include the modernization of Civil Engineer IT portfolios, AI-driven facility space planning, Radio Frequency spectrum monitoring, and the development of resilient expeditionary facility prototypes. Technical requirements across these efforts frequently emphasize secure cloud architecture, AI/ML integration, and strict adherence to cybersecurity and Risk Management Framework (RMF) standards. Solicitation # AFCEC26R0003RFLP
The Department of the Air Force is soliciting proposals for an Enhanced Use Lease (EUL) project at Davis-Monthan Air Force Base in Tucson, Arizona. This non-FAR real estate transaction involves a long-term sublease of approximately 500 acres of land, currently held by the Government under a Master Lease with the City of Tucson. The objective is to select one or more lessees to finance, develop, and operate private commercial improvements on the property. While the current Master Lease expires on June 30, 2052, the Government intends to extend it to allow for sublease terms of up to 50 years with potential for further renewal. A mandatory requirement of the project is the relocation and construction of a new Combat Arms Training and Maintenance (CATM) facility. This facility must include two 50-meter small arms ranges for 5.56mm and 9mm training, one 800-meter range for 7.62mm training, and a 10,000 square foot administrative and classroom building. Lessees are responsible for all development costs, including the relocation of installation boundary fencing and the provision of payment and performance bonds. The project must comply with Davis-Bacon wage standards, the Buy American Act, and specific environmental land use controls. The Government will utilize a best-value proposal selection strategy, evaluating offerors based on their project description, return to the Government, organizational experience, and project plan. Proposals are due by November 2, 2026, and must include a financial pro forma in Excel and a narrative limited to 40 pages. Selected lessees must maintain comprehensive insurance coverage and employ a Government-approved independent construction consultant to certify that all work meets applicable federal, state, and local codes.
