The City of South Fulton is seeking a Progressive Design-Build firm to deliver comprehensive design, preconstruction, and construction services for the rehabilitation and interior building-out of its Municipal Court Facility located at 7335 Old National Highway in South Fulton, Georgia. The facility, originally initiated around 2008 but later vandalized, requires extensive restoration including repair and sealing of exterior masonry, replacement of windows, structural steel verification, roof repair, and full restoration of HVAC, electrical, plumbing, and fire protection systems. Key interior improvements include installation of digital display screens in and around courtrooms, televisions in administrative and break areas, assistive listening systems compliant with ADA requirements, and a whole-system backup generator to ensure uninterrupted operations. The project follows a two-phase progressive design-build structure: Phase 1 involves preconstruction and design development services, including cost estimation and budget reconciliation, with compensation structured as a fixed lump sum; Phase 2, contingent on successful negotiation of a Guaranteed Maximum Price or Lump Sum Amendment, covers final design completion and construction. The final contract price will be established through the GMP process, and any cost-plus-a-percentage-of-cost arrangement is strictly prohibited and will result in immediate rejection.
