Municipality of Bayham - Consulting Services for Architectural Design & Engineering - Port Burwell Main Beach Washrooms

The Municipality of Bayham is seeking proposals for architectural design and engineering services for the Port Burwell Main Beach Washroom project located at 1 Robinson Street, Port Burwell, Ontario. The scope of work involves a three-phase approach starting with the development of three conceptual design options—minimum/basic, recommended, and enhanced/future growth—each accompanied by a Class D Capital Cost Estimate. Following the selection of a design, the consultant will prepare detailed drawings, specifications, and tender documents, including a Domestic Supply Chain Plan compliant with the Buy Ontario Act. The final phase requires the consultant to provide part-time construction inspection and contract administration services. Proposals must be submitted electronically in PDF format by October 5, 2026, at 3:00 p.m. local time. Submissions are limited to fifteen single-sided pages and must include a detailed project team experience narrative, three relevant references from the last five years, a comprehensive work plan, and a financial proposal featuring a breakdown of fees and a maximum upset limit. The contract award will be based on a weighted evaluation consisting of a technical proposal for 70 points and a financial proposal for 30 points, with the lowest cost receiving full financial points. Successful proponents must provide insurance coverage from an Ontario-licensed insurer and indemnify the municipality against liabilities.
