AI Contract Overview
The Navy Medicine Operational Training Command’s Surface Warfare Medical Institute is seeking to modernize its instructional tools by acquiring specialized musculoskeletal training models to replace outdated equipment that no longer supports its mission. This initiative aligns with the United States Surgeon General’s broader effort to advance medical education technology, ensuring trainees receive hands-on instruction critical for developing competency in performing physical exams aboard fleet vessels. Without these updated models, there is a significant risk of diminished training effectiveness, leading to academic shortfalls and reduced operational readiness among medical personnel. The contractor is required to supply exact quantities of medical training devices and charts, strictly matching the manufacturer model numbers and specifications outlined in the solicitation, and must handle all packaging, logistics, and shipping under FOB Destination terms. This means the contractor assumes full responsibility for risk and costs during transit, including freight and handling, which must be fully incorporated into a fixed total price. Deliveries must be sent to the designated government facility in San Diego, California, with the procurement managed by the Naval Supply Systems Command Fleet Logistics Center in Norfolk, Virginia. Proposals are due by July 14, 2026, and the contract falls under NAICS code 339112 with no set-aside restrictions.

Full Description
Navy Medicine Operational Training Command (NMOTC), Surface Warfare Medical Institute. The replacement
and addition of equipment listed on this memorandum will support the NMOTC's mission as well as the United
States Surgeon General's initiative of modernizing instructional technology tools. Practical models currently do
not support NMOTC mission or vision. Failure to obtain practical models will decrease hands-on training and
may incur academic failures and ultimately decreased competence when conducting physical exams in the fleet.
The Contractor shall provide all necessary materials, packaging, and logistics to deliver the precise medical
training devices and charts explicitly mandated by the curriculum. All deliverables must be shipped Free on
Board (FOB) Destination to the designated government facility, meaning the Contractor retains risk of loss
during transit and all freight, shipping, and handling charges must be fully incorporated into the total fixed price
of the award. To satisfy this requirement, the Contractor shall deliver the exact quantities, descriptions, and
manufacturer model numbers outlined in the following deliverables table.
