MyFloridaNet-3 RFI

The Florida Department of Management Services has issued Request for Information DMS-25/26-253, titled MyFloridaNet-3 RFI, to gather market insights on network infrastructure and support services for a statewide initiative aimed at modernizing the existing MyFloridaNet-2 system. This RFI targets vendors capable of delivering secure, scalable, and resilient network solutions to a broad range of Eligible Users across Florida, including state agencies, counties, cities, school districts, universities, community colleges, and non-profit organizations. The initiative seeks to transition from legacy infrastructure to a software-defined, multi-vendor architecture supporting Layer 3 VPN, SD-WAN, SASE, MPLS, VPLS, Ethernet Virtual Circuits, and DIA, with critical emphasis on redundant design elements, centralized firewalling, DDoS protection, SNM-enabled CPE with four-hour SLA response times, and customizable service level agreements covering availability, latency, and restoration performance. Participation in this RFI is purely informational and will not result in a contract award; its sole purpose is to inform future procurement decisions by evaluating vendor capabilities, pricing structures, and technical approaches to network delivery. The Department is particularly interested in understanding vendor readiness to integrate with DIVTEL, which retains the role of customer of record for last-mile connectivity, including the requirement for vendors to disclose contact information for resold last-mile providers and to allow DIVTEL oversight through read-only access to dedicated network resources. Responses must address key considerations such as multi-vendor coordination models, the balance between commercial and dedicated infrastructure, NOC and SOC interoperability, role-based access control, SIEM integration, and compliance with Florida Statutes Chapter 287 and Rule 60FF-1.002. All submissions must be sent electronically via email to Stefanie Higgins, Deputy Director of Procurement and Contract Management, by 5:00 p.m. Eastern Time on June 5, 2026, with no formal page or format restrictions imposed, although confidentiality of proprietary information must be clearly marked. While no contract clauses, evaluation factors, delivery schedules, pricing data, or inspection criteria are set at this stage, the feedback collected will directly shape the specifications, terms, and conditions of any future competitive solicitation, with no requirement for UEI, CAGE codes, small business certifications, or security clearances from respondents.
