The Department of Veterans Affairs, VISN 17 Network Contracting Activity, plans to award a sole source, firm fixed price contract to United Parcel Service Inc. for mailing services at the Dallas VA Medical Health Care System in Texas. This decision is based on the statutory authority allowing non-competitive procurement due to the unique nature of the requirement, as UPS is the sole proprietary provider whose services are compatible with the existing equipment at the facility. The contract covers services from December 16, 2013, through September 30, 2014, and the anticipated NAICS code for this contract is 811219. The contracting office has indicated no other suppliers can meet these needs, and UPS does not distribute or sub-license its services through other vendors. Although this notice is not a solicitation or request for competitive bids, potential vendors who believe they can fulfill the contract requirements have until December 12, 2013, to submit written notifications via email to the designated contracting specialist. These responses will be reviewed solely to determine whether a competitive procurement is warranted, with the final decision resting entirely with the Contracting Officer. The notification must clearly demonstrate how competition would benefit the government. The contract originates from the Network Contract Office 17 in San Antonio, Texas, and reflects the agency’s effort to maintain continuity and compatibility in mailing services supporting the Dallas VA Medical Center.
