Full Description
ITEM DESCRIPTION – Naval Surface Warfare Center (NSWC), Crane Division, has a requirement for TR-343 Transducer Ceramic Stack Assemblies (CSA). The CSAs are a component of the TR-343 Transducer system and under the cognizance of NSWC-CR. The TR-343 Transducer is part of the AN/SQS-53C Hull-Mounted Sonar Array, which is a component of the AN/SQQ-89(V) Anti-Submarine Warfare (ASW) System. The AN/SQQ-89(V) is a fully integrated Surface Ship Undersea Warfare (USW) combat system with the capability to search, detect, classify, localize, and attack submarine targets. The TR-343 Transducer CSAs are critical components necessary to provide the required piezoelectric characteristics to produce mechanical motion in the water for generation of sonar signals when a large voltage is applied.
NSWC-CR requirement is for a non-commercial, 5-year, firm-fixed-price (FFP), indefinite-delivery indefinite-quantity (IDIQ) contract for CSAs made from lead zirconate titanate material. These CSAs will be tested in accordance with specifications before delivery. The estimated maximum dollar value over the 5-year ordering period is $9.9 million.
The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, SyQwest, LLC, 30 Kenney Dr, Cranston, RI 02920, Cage Code 33642 under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1, only one responsible source. The requirement is being solicited on a sole source basis because award to another vendor would result in unacceptable duplication of costs and delays.
All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and deciding to change the acquisition strategy to a competitive procurement. The Solicitation and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below.
