N059--Audio Visual Console Upgrade - Brand Name or Equal

The Department of Veterans Affairs, through its Regional Procurement Office in Central, is seeking sources for an Audio Visual Console Upgrade at the VHA ILEAD broadcast facility located at Jefferson Barracks Medical Center in St. Louis, Missouri. This initiative calls for a turn-key installation of a new Wheatstone LXE Digital Audio Console Surface, model LXE 2116T-B4, with 16 faders and a tabletop design, as the Basis of Design under a Brand Name or Equal requirement. The contractor must perform comprehensive discovery of the existing audio infrastructure, including sources, destinations, and patch panels, and deliver integration drawings, decommission the current system, install the new equipment within existing furniture and racks, and seamlessly integrate all inputs and outputs with the facility’s existing patch panel. The scope encompasses commissioning, testing, troubleshooting, and providing operational and technical training to VA staff, with mandatory deliverables including kickoff minutes, system discovery documentation, design drawings, a test report, as-built drawings, and training materials. An optional annual support agreement for ongoing technical, hardware, and software maintenance may be included. The contract will be awarded on a Firm Fixed-Price basis, with a performance period of 130 days after award. All deliverables, working papers, and data produced during performance are the exclusive property of the U.S. Government, and the Contracting Officer is the sole authorized representative to release any information related to the project. The contractor and its personnel must comply with stringent confidentiality requirements, including signing non-disclosure and conflict of interest statements due to potential access to government-sensitive information. Compliance with federal subcontracting limitations is mandatory, requiring that no more than 50% of the contract value be paid to firms that are not certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs) as listed in the SBA certification database.
