AI Contract Overview
This contract solicitation, designated N4008526R0177, is a Design-Bid-Build procurement issued by Navfacsyscom Mid-Atlantic under the Department of Defense for the replacement of an existing 3-ton overhead bridge crane at Building 114, Room 101, Naval Undersea Warfare Center in Newport, Rhode Island. The scope requires the complete removal and disposal of the current crane and the installation of a new 3-ton overhead electric traveling bridge crane with a top-running bridge and under-running trolley hoist, along with replacement of the crane rails and conductors to support a common rail system capable of accommodating two cranes. The electrical power infrastructure must be upgraded to safely support the operation of two new cranes on this shared rail system. The contract includes a base requirement (CLIN 0001) for one new crane and an option (CLIN 0002) for a second identical crane, which the government may unilaterally exercise within 90 days of contract award. The option also includes the installation of an anti-collision sensor system for each crane. The solicitation is reserved exclusively for existing holders of the Design-Build/Design-Bid-Build Indefinite Delivery/Indefinite Quantity Multiple Award Construction Contract for the New London and Newport Areas of Responsibility. Offerors must submit firm fixed prices for both CLIN 0001 and CLIN 0002 with no economic price adjustment allowed, and proposals are evaluated based on the total sum of both line items. Offers that are materially unbalanced in pricing between the base and option may be rejected as nonresponsive. All work must strictly comply with NAVFAC project drawings and technical specifications. Personnel requiring access to the installation must complete SECNAV Form 5512-NSNPT, provide Social Security Number and Date of Birth for vetting via NCIC checks, and obtain unescorted access approval at least seven business days in advance. Vendors must be registered in the Procurement Integrated Enterprise Environment with an active CAGE code and possess the Proposal Manager role to submit responses electronically. Performance bonds will be required at 100 percent of the total contract value if the option is exercised, and all documentation containing personally identifiable information is designated as Controlled Unclassified Information. The contract completion deadline is 450 calendar days from award, regardless of option exercise.
