The contract involves a sole-source procurement by the NAVSUP Fleet Logistic Center San Diego to acquire specific non-commercial equipment from EDGE TECH Marine, consisting of SeaBird FastCAT CTD Sensors and associated cables and interface components. These items are designed per NAVSEA-approved drawings for the Arctic Submarine Laboratory’s TempAlt Packages. The purchase includes two FastCAT sensors with titanium housings rated for 7000m, pressure sensors, data cables, software, and documentation, as well as additional specialized cables and a carousel deck unit for telemetry and data collection. The acquisition will be conducted under Simplified Acquisition Procedures as a non-competitive action justified under FAR guidelines, reflecting the proprietary nature of SeaBird’s FastCAT sensor technology. This procurement is unrestricted but sole-source, with a four-week lead time and FOB destination terms. While the Government intends to negotiate exclusively with EDGE TECH Marine, interested parties were invited to express interest or provide capability information by a set deadline, although the Government retains discretion over competition. This action leverages FAR 13.501(a)(1)(ii) authority for non-commercial items. The contract will support underwater sensor data collection needs for the Department of Defense’s submarine research operations in Arctic environments, highlighting the specialized technical requirements and the justification for awarding the contract without competition.
