The Department of the Navy, Naval Information Warfare Center Pacific, intends to award a non-competitive, Commercial Firm-Fixed Price purchase order to Buffalo Computer Graphics (BCG), Inc. for hardware and software upgrades to a PCS-320 TRS-3D Radar Simulator. This procurement is necessary to support the construction of a second Integration, Validation and Verification system to replicate an existing setup. Because BCG is the original equipment manufacturer, the government has identified them as the sole source capable of performing these upgrades without compromising system reliability or invalidating factory warranties. The scope of work is divided into two primary items. The hardware upgrade involves installing a new hard drive, adding modified Mezzanine Cards to RSGe Boards, updating FPGA firmware to support dual video outputs, and modifying simulation software for raw and processed video. The software upgrade requires further modifications to the FPGA firmware and Mezzanine card to output ACP and ARP signals, along with the provision of necessary cabling. This effort falls under NAICS code 541511 for Custom Computer Programming Services.
