RFQ: Salesforce Professional Services IDIQ

PUBLIC POSTING - COMPETITIVE 8(a) SINGLE AWARDEE INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) SALESFORCE PROFESSIONAL SERVICES The Department of the Treasury, Bureau of the Fiscal Service (Fiscal Service), is providing a Request for Quote (RFQ), which includes a Performance Work Statement (PWS), terms and conditions, and the evaluation criteria, as a competitive SBA 8(a) solicitation and issue a single awardee Indefinite Delivery Indefinite Quantity (IDIQ) contract to a SBA 8(a) Small Business Vendor on a best value basis. The IDIQ contract to provide a streamlined method for Fiscal Service Offices to procure expert services on an agile basis for the Salesforce implementation, integration, and support services. These services may include building complex workflows, approval processes, communities, case and knowledge management solutions, portals, and platform application development. These services will be epitomized by driving towards the delivery of quality product within rapid time frames through the utilization of the Salesforce platform to create applications with consistent architecture following standard Salesforce development guidelines to promote reuse and shareability of all code and functionality across government. Under this IDIQ, the Contractor shall perform a broad range of requirements for providing platform strategy services, Center of Excellence management and governance, business process analysis, solution architecture and design, application development and configuration, implementation, release and enterprise environment management, and maintenance services required to successfully implement the Salesforce platform and applications to meet agency requirements. In summary, the scope of work functional/ordering areas are as follows: Functional Area 1: UX Design, Business Analysis, Development, Integration Functional Area 2: Data Management and Securitization Functional Area 3: Program Management Support and Center of Excellence (COE) Governance Functional Area 4: Operations and Maintenance and Release Management Support Functional Area 5: Support / Help Desk Functional Area 6: Training A single awardee Indefinite Delivery Indefinite Quantity (IDIQ) contract is intended for this contract. The contractor shall be a current 8(a) program participant and an authorized partner of Salesforce to complete the required services. The Bureau of the Fiscal Service will consider written quotes received IAW instructions on page 1 of the attached Amended RFQ. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the required services. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, the Bureau of the Fiscal Service shall proceed with the contract decision making process. Qualified contractors must provide ALL information under the Quote Instructions (page 28-31) of the attached RFQ. In those cases, the Government's 3rd party message system will be used when requested. Microsoft Office non-macro enabled compatible documents and .PDF documents are acceptable. If the Offeror determines that other formats are necessary, it is the Offeror's responsibility to verify with Fiscal Service that those formats are acceptable. Proposal materials with unacceptable or unreadable formats may be found non-responsive.
