The scope of work includes research, development, engineering support, and the prototyping of new technologies to maintain and improve these state-of-the-art information systems. Georgia Tech Research Institute is identified as the only capable source due to the custom nature of the developed solutions and specific on-prem dependencies that prevent the transfer of services to another vendor. This procurement is conducted under the statutory authority for only one responsible source. Due to the sensitive nature of the work, the contractor is required to maintain a Top-Secret clearance. Full Description

The Defense Information System Agency (DISA)/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with Georgia Tech Research Institute (GTRI). A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on beta.SAM.gov to comply with the public display requirements of FAR 6.305. The proposed contract action is to continue the development and deployment of the Secure Integration Cloud, the Joint Access Database Environment and the encompassing system architecture known as Secure Web Services (SWS). These systems and architecture allow data sharing, communication, and collaboration via existing classified compartmented information networks. This requirement is seeking to establish modern SWS service operations with general and overarching performance requirements for operating and improving existing SWS capabilities as well as developing, prototyping, and researching new technologies. The Government has a need for research, development, operations, and engineering support to deliver, maintain, and continually improve the state-of-the-art information systems supporting the Office of the Secretary of Defense Special Access Program community. At this time, the incumbent contractor GTRI is the only source capable of providing all necessary services as these are custom developed solutions by GTRI. There are also on-prem dependencies associated with the applications hosted by GTRI that do not allow for services or applications to be transferred to another vendor. Based on market research, GTRI is the only source that can provide the Secure Web Services to meet the needs of the DISA Compartmented Enterprise Services Office. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this service must indicate their interest in writing within 15 days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted on beta.SAM.gov due to the sole source nature of the requirement. The North American Classification System (NAICS) code 541511 will be used for determining company size status.
