The Federal Emergency Management Agency (FEMA) intends to award a sole source contract to The Aidmatrix Foundation, Inc. for software application training services related to the National Donations Management Network (NDMN). This contract includes a base year with four additional one-year options. The Aidmatrix Foundation, located in Dallas, Texas, developed the proprietary NDMN system, a web-based tool used by FEMA and various states to manage donations during disaster declarations. As the system is proprietary, FEMA requires that training on the NDMN be provided exclusively by Aidmatrix to ensure effective coordination between FEMA, states, and other stakeholders. The contract, identified by solicitation number HSFEHQ-08-D-07AJ, falls under the Department of Homeland Security’s Information Technology Commodities and Telecommunications office based in Washington, DC. The place of performance is also located in Washington, DC. Key points of contact include Aubrey J. McKinney and Contracting Officer Helen Housand. The contract supports continued efficient use of the NDMN system by states declared disaster areas, enabling them to interface seamlessly with FEMA for donations management through specialized training delivered solely by the system’s developer.
