National Laboratory of the Rockies Solicitation - Noxious Weed and Vegetation Control

The National Laboratory of the Rockies (NLR), operated by the Alliance for Energy Innovation, LLC, is seeking a subcontractor to perform noxious weed and vegetation control services across three campuses in Colorado—South Table Mountain Campus, Flatirons Campus, and South Table Mountain Energy Park—under solicitation RFP-2026029331. The work involves targeted pesticide applications to manage invasive plant species including diffuse knapweed, Canada thistle, common teasel, common mullein, and sulfur cinquefoil, with specific treatments scheduled seasonally across 90+ acres of disturbed areas, gravel pads, turf, drainage swales, and fire breaks. The subcontractor must provide detailed recommendations for species-specific control methods to the NLR Subject Matter Expert for approval, and all activities must comply with Colorado Air Pollution Control Division Regulation No. 29, with a strong preference for electric equipment. The contract is structured as a time and materials agreement with a potential total period of performance of five years, including a base year and four optional annual renewal periods, each subject to NLR’s sole discretion. The subcontractor is required to supply all necessary tools, vehicles, equipment, and application devices, and must perform all work directly with its own personnel without subcontracting without prior written authorization. The subcontractor must meet stringent technical acceptability criteria established under a Lowest Price, Technically Acceptable (LPTA) award methodology. Key personnel must include at least two individuals with current certifications in Rangeland, Aquatic, Industrial/Right-of-Way, Turf, Ornamental, and Residential/Commercial Pest Control, and the proposal must include resumes, proof of organizational experience in similar projects over the past three years, and documented average response times for both routine and emergency services. Compliance with federal and state regulations is mandatory, including submission of Safety Data Sheets for all chemicals used, OSHA logs for the past three years, EPA/CDPHE violation records, and adherence to Buy American and Trafficking in Persons requirements.
