The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Strategic Sourcing Acquisition Division intends to award on a sole source basis with 2020 Company, LLC using the procedures in FAR Part 16.505(b)(2)(ii)(D) as well as 16.505(b)(2)(i)(C), to increase the ceiling by $649,000.00 and extend the Period of Performance End Date of the Task Award from September 9, 2014 to December 31, 2014 for the National Marine Fisheries Service (NMFS) OCIO Infrastructure Support. 2020 Company, LLC is the only party known to NOAA who can meet these requirements. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 16.505(b)(2)(i)(C), which states "The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order." The government's surge in IT security requirements exhausted infrastructure ceiling sooner than anticipated. The infrastructure requirements from this task order will be combined in a new competed acquisition with the NMFS Office of Law Enforcement IT mission requirements under FAPPS#18472. The North American Industry Classification Code (NAICS) for this acquisition is 541513 with a small business size standard of $25.5 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. Capability statements and related materials must be e-mailed to john.gault@noaa.gov by May 23, 2014.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
