National Safety Council — Public safety training

Master Agreement 102325-NSL is an Indefinite Delivery Indefinite Quantity contract between Sourcewell, a Minnesota local government unit, and the National Safety Council. The agreement establishes a cooperative purchasing solution for public safety training and simulation equipment and technology, intended for use by governmental, educational, nonprofit, and tribal agencies across the United States and Canada. The scope of work includes a turn-key solution for workplace safety training, consulting, and technology services, specifically covering standardized programs such as Defensive Driving, CPR/AED, and OSHA-aligned courses, as well as safety culture assessments and learning management systems. The contract has an initial term of four years, with potential extensions up to a maximum of seven years, with an estimated expiration date of February 13, 2030. Performance is delivered directly to participating entities via physical shipment or virtual eLearning platforms. The award was determined through a trade-off evaluation process where pricing accounted for 40 percent of the score, while the remaining 60 percent was based on the depth of solutions, delivery capabilities, marketing plans, value-added attributes, and financial viability. The supplier is required to comply with various federal regulations, including the Buy American Act and EPA sustainability practices, and pays a 1.5 percent administrative fee to Sourcewell.
