Headquarters, Supreme Allied Commander Transformation (HQ SACT) has issued a Request for Proposal for expert financial accounting services to support BUDFIN Treasury & Accounting. The contract requires an on-site certified technical accountant specializing in financial operations, IPSAS (International Public Sector Accounting Standards) implementation, training, and coordinated execution of ACT-wide accounting and reporting. The work involves assisting with system upgrades, preparation of consolidated annual financial statements, audit liaison and follow-up, and delivering biweekly progress reports. The contract is a Firm-Fixed Price, Level-of-Effort agreement with a performance period from award date through 31 December 2026, including one 12-month option. Services are performed on-site at HQ SACT in Norfolk, Virginia, and require coordination across multiple NATO ACT entities. Key personnel must hold an active NATO or national SECRET security clearance, demonstrate English proficiency at STANAG 6001 SLP 3333 level, and have significant professional experience including a university degree or equivalent certification in finance or accounting, with at least 10 years in finance planning and policy, and five years in financial statement preparation and IPSAS application. The solicitation mandates thorough compliance, with bidding packages to be submitted electronically by 26 May 2026 and no hard copy proposals accepted. Proposals must include a technical submission featuring CVs, compliance statements, and a detailed price proposal in Excel format. Evaluation is based on a weighted technical and pricing assessment (70/30), focusing on personnel qualifications—especially experience with IPSAS implementation—and pricing. Successful offerors must accept HQ SACT’s terms and conditions outright, maintain an active Facilities Security Clearance, and adhere to strict organizational communication protocols managed exclusively through the designated contracting officers. The contract exempts the contractor from taxes under the Paris Protocol (1952) and includes surge capability provisions permitting up to 50% additional workload under the original pricing terms but without reimbursement for surge proposal preparation. Acceptance and inspection of deliverables take place on-site at HQ SACT, overseen by a contract technical representative. Key deliverables emphasize technical accuracy, timeliness, and regulatory compliance within NATO financial frameworks, ensuring enhanced financial accountability across ACT operations.
