NATO Business Opportunity: Financial Accountant / IPSAS SME

Headquarters, Supreme Allied Commander Transformation (HQ SACT) is soliciting proposals for a Firm Fixed Price Level of Effort contract to secure an on-site certified technical accountant with specialized expertise in International Public Sector Accounting Standards (IPSAS) to support BUDFIN Treasury & Accounting. The contractor will provide continuous, on-site services through 31 December 2026 with a potential one-year option extending through 31 December 2027, focused on ensuring accurate financial operations, implementing and training staff on IPSAS, supporting the transition to a centralized accounting system, and preparing the ACT consolidated annual financial statements including audit coordination. The role requires direct collaboration across NATO Allied Command Transformation entities, with responsibilities encompassing general ledger management, bank reconciliations, monthly and quarterly financial closures, fixed asset accounting, cash verifications, and advisory support on service level agreements and reimbursable services. All work must be performed in a NATO office environment in Norfolk, Virginia, under strict security protocols requiring the contractor firm to maintain a Facilities Security Clearance at NATO SECRET or higher and all key personnel to hold an active NATO or national SECRET clearance, be citizens of a NATO member nation, and possess valid passports with unrestricted access to NATO countries. Proposals must be submitted electronically by 26 June 2026, with technical and price submissions sent as separate emails to designated addresses, each conforming to specific formats: the technical proposal must be a signed PDF including company details, compliance statement, CV, and completed Annex A, while the price proposal must use the mandatory Excel template provided in Enclosure 4 and be stated in U.S. dollars. Proposals generated wholly or partially using generative AI will be rejected, and no hard copies will be accepted. Evaluation will be conducted on a Best Value basis, with technical merit weighted at 70% and price at 30%. Technical scoring is based on detailed point allocations for relevant education, certifications from IFAC member bodies such as CPA or ACCA, and years of experience in areas including IPSAS implementation, financial statement preparation, accounting policy development, and intangible asset accounting, with any score of zero rendering a proposal noncompliant.
