See Note 22. NATO Improved Link Eleven (NILE) In Support Service (ISS) Program. The contemplated action is a sole source for a modification to contract N00039-03-C-0019 with Northrop Grumman Mission Systems (NGMS) for engineering design, development, and testing services required to convert the current Tactical Network Management messages (processed by each NILE Nation’s Data Link Processor(DLP)) into interface and technical messages which will then be handled by the SNC software. This includes providing analysis of event sequence, message description and Operator interaction for the existing DLCP messages to be implemented as SNC technical messages, as directed by the LINK 22 DLP Operator with DLP-SNC Interface messages. The contractor must have existing detailed knowledge of the design of the existing NILE products. Detailed knowledge of the interface design between segments of the NILE Communications Equipment (NCE) and between the NCE and the segments of the Link 22 system designed by the NILE nations is also critical to the proper performance of the USG requirements.
