NATO Request for Information: Forensics Evidence Management (FEM) System

The NATO Communications and Information Agency (NCIA) is conducting market research through a Request for Information (RFI-424358-FEM) to inform the future acquisition of a Forensics Evidence Management (FEM) system, with the goal of identifying qualified vendors and understanding marketplace capabilities, costs, and potential acquisition approaches. This RFI is strictly for planning and budgeting purposes and does not constitute a solicitation, request for proposal, or commitment to award a contract. Respondents must be companies from NATO member countries and are invited to provide feedback on draft requirements, share corporate capabilities and past experience, and highlight potential risks or implementation challenges. The system required must manage the full lifecycle of both physical and logical forensic evidence, support printing of waterproof and tamper-evident labels, and be fully deployable in an airgapped classified environment with integration into existing authentication systems and diode-based data transfer infrastructure. It must include a user-friendly graphical interface and a comprehensive API for automation, along with backup solutions, SolarWinds monitoring, and anti-virus/anti-malware configurations. The system should leverage Commercial-Off-The-Shelf (COTS) products where possible, avoiding fully custom development unless necessary, and must support indexing of both metadata and content with selectable search scopes, including exclusion of Raw Evidence Storage.
