The Florida Department of Management Services is soliciting bids to establish a statewide State Term Contract for the supply, transportation, and delivery of natural gas, with the intent to award a single contract to one responsive and responsible bidder or to make no award if deemed in the state’s best interest. The award will be determined solely on the lowest calculated Firm Markup, which is derived from a weighted formula combining initial and renewal term markups for two specific Florida Gas Transmission (FGT) service contracts, and any conditions, exceptions, or non-conforming modifications submitted by bidders will be disregarded. The contract will have an initial three-year term with the possibility of a single renewal of up to three years, and performance obligations extend up to 48 months beyond the expiration date for timely orders. The supplier is responsible for full delivery F.O.B. destination, bearing all risk of loss until gas reaches the customer’s location, maintaining minimum capacity levels as defined in the FGT agreements, and ensuring gas quality and delivery conform to applicable laws and FGT tariffs. Invoicing must include detailed pricing breakdowns per DTH—index price, FGT fuel and usage fees, firm markup, and other passthrough costs—along with the required index price document from S&P Global Platts, and all invoices must reference the contract number and vendor ID. Payment is contingent upon legislative appropriation and governed by Florida statutory requirements. The contractor must designate a contract administrator to manage scheduling, reporting, recordkeeping, and billing, while also maintaining commercial liability and workers’ compensation insurance, ensuring personnel qualifications, and permitting site inspections and background checks.
