Natural Gas System Upgrade for Kroger Shopping Center

The City of Statesboro is soliciting sealed bids for the Natural Gas System Upgrade for Kroger Shopping Center, identified as Project Statesboro-3-26. The scope of work involves the construction, testing, and installation of approximately 2700 feet of 4 inch PE and 1175 feet of 2 inch PE gas mains, including valves, tie-ins, and risers, to serve a new Kroger and adjacent shopping center off Cypress Lake Road. All work must comply with CFR Title 49 Part 192 federal safety standards. The project requires a completion timeframe of 90 consecutive calendar days from the issuance of a Notice to Proceed. Key requirements for bidders include a bid bond of at least 10 percent of the bid amount, a valid Utility Contractors License, and an appropriate insurance certificate. The successful contractor must provide performance and payment bonds each totaling 100 percent of the contract amount. A critical compliance mandate is the 20 percent Minority/Female Owned Business Enterprise participation goal per City of Statesboro Ordinance 2020-07. Additionally, contractors must submit an Operator Qualification Plan and a summary of employee qualifications under the GMA OQ Plan. Technical deliverables include air testing all pipes at a minimum of 100 psig for eight hours and providing as-built documentation of the final pipeline locations.
