1.0 INTRODUCTION


The NAVSUP Fleet Logistics Center San Diego (FLCSD) is conducting market research to identify capable sources, specifically targeting Small Businesses and accredited educational institutions, to provide multi-disciplinary vocational training courses for the incarcerated population at the Naval Consolidated Brig Miramar (NCBM) in San Diego, CA.


This is a Sources Sought Notice / Request for Information (RFI) only. This notice is issued solely for information and planning purposes and does not constitute a Request for Quote (RFQ), Request for Proposal (RFP), or an obligation on the part of the Government to purchase services.


2.0 REQUIREMENT OVERVIEW


The contractor will be required to provide vocational training across several trade areas, including:


  • Barbering Course (Three-Part Program - 120 Hours Total)

  • NCCER Introduction to Electrical Trades (120 Hours)

  • Heating and Air Conditioning (HVAC) Fundamentals (60 Hours)

  • Hazardous Waste Operations and Emergency Response (HAZWOPER) (40 Hours)

  • Construction Management Fundamentals (60 Hours)

  • Introduction to AI Concepts and Applications (50 Hours)


Mandatory Operational Constraints:


  1. Accreditation: The contractor must be accredited by the Western Association of Schools and Colleges (WASC) for adult education and be capable of awarding transferable college credits, transcripts, and continuing education units (CEUs).

  2. Staffing: Instructors must possess an active California Designated Subjects Career Technical Education (CTE) Teaching Credential, or hold a recognized trade journeyman license in lieu of the teaching credential where permitted by state regulations.

  3. Logistics & Security: NCBM is a secure Level II (male) and Level III (female) confinement facility. The contractor is responsible for providing all brig-approved tools, equipment, HAZMAT, and consumables required to execute the hands-on labs. All personnel must successfully pass National Crime Information Center (NCIC) background checks and tool inventory clearances daily.


3.0 CAPABILITY STATEMENT REQUIREMENTS
