NAVFAC Electronic Construction and Facility Support Contracts Management System (eCMS)

The Naval Facilities Engineering Command (NAVFAC) is implementing the Electronic Construction and Facility Support Contracts Management System (eCMS) starting in the second quarter of FY18. eCMS is a web-based enterprise tool designed to enhance post-award document management by providing features such as schedule tracking, requests for information (RFIs), design and submittal management, and enabling collaboration through a secure web interface accessible via browsers. It also offers browser-based tools like a scheduling tool for short-term look-ahead plans, aimed at replacing traditional email communication and reducing the reliance on paper documents. eCMS is provided to contractors and government users at no cost and is mandatory for construction projects when specified in the contract. NAVFAC’s Contracting Officer's Representative (COR) serves as the main point of contact for eCMS access, with basic training available online and live sessions held weekly.
