This is a Sources Sought Notice.  This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and determine whether to set aside this requirement for small business concerns, including firms certified by the U.S. Small Business Administration (SBA) as 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), or Economically Disadvantaged Women-Owned Small Business (EDWOSB), with the qualifications, experience, personnel, and capability to perform multidisciplinary architect-engineering (A/E) services in support of projects at military installations within the Naval Facilities Engineering Systems Command (NAVFAC) Washington Area of Responsibility (AOR), including Washington, DC, Maryland, and Virginia (DMV). TELEPHONIC SUBMISSIONS AND QUESTIONS WILL NOT BE ACCEPTED OR ACKNOWLEDGED AS THIS IS A SOURCES SOUGHT NOTICE ONLY.

In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.  The Government will not pay or reimburse respondents for any costs, administrative expenses, or effort associated with preparing or submitting information in response to this announcement or any subsequent follow-up requests.  All costs associated with responding will be solely at the interested party's expense.  No basis for a claim against the Government shall arise from responding to this Sources Sought Notice.

NAVFAC Washington anticipates awarding two stand-alone Indefinite Delivery/Indefinite Quantity (IDIQ) Architect-Engineering (A/E) contracts: the "Blue" NAVFAC Washington Regional A/E IDIQ and the "Gold" NAVFAC Washington Regional A/E IDIQ. The anticipated maximum value of each contract is $249,000,000. Each contract is expected to include a two-year base period, a three-year option period, and a six-month extension option.

NAVFAC Washington seeks qualified firms with relevant experience, personnel, and capabilities to provide multidisciplinary A/E services for projects at military installations within the NAVFAC Washington AOR, including Washington, DC, Maryland, Virginia, and other NAVFAC Atlantic locations. Projects will primarily involve design and engineering services for new construction, major renovations, and alterations with estimated construction values ranging from $5 million to $100 million, with the potential for larger, technically complex projects.

Industrial services include, but are not limited to, multi-disciplinary A/E design and engineering services for single/multi-story facilities, high-bay (including hangars), masonry, concrete, steel, wood and pre-engineered types of facilities; research development test & evaluation (RDT&E) and manufacturing facilities; laboratory facilities; major civil projects; Anti-Terrorism/Force Protection analysis & design; MILCON construction design and MILCON Team Planning and Programming; and comprehensive planning projects. The type of services expected to be performed under this contract are listed below. The successful firm will show demonstrated experience in the following areas:

1. Design of single or multi-story, high bay, masonry, concrete, steel, wood and pre-engineered types of structures and facilities.
2. Design of industrial, research, and medical facilities ssuch as: water and sewer plants, steam and chilled water production plants, power generation plants, combined heat and power plants, hangars, airfield runways, taxiways and aprons, magazines, waterfront facilities, specialized training facilities, production and maintenance facilities, site improvements, research development test & evaluation (RDT&E) facilities, fire and rescue facilities, communication facilities, training and instructional facilities, wet laboratories, electronic laboratories, bio-safety laboratories, ISO 14644 clean rooms, and anechoic chambers.
3. Wide range of facility designs in explosives safety support for RDT&E and manufacturing processes involving energetics and industrial chemicals. Such processes may range from laboratory-scale research and development to full-scale production, testing, storage, transport, and decontamination/disposal. The scope includes working within the constraints of explosives safety quantity-distance (ESQD) arcs and conforming to the requirements of NAVSEA OP-5 (Ammunition and Explosives Ashore, Safety Regulations for Handling, Storing, Production, Renovation, and Shipping), the National Environmental Policy Act (NEPA) and all associated federal, state, and local requirements; including the MCO 8020.10, Marine Corps Explosives Safety Management Program. Preparation and review of Preliminary and Final Explosives Site Safety Approvals in accordance with NAVFAC Regional Planning Instruction 11010.45 and NAVSEA OP-5, and demonstrated experience in the development of construction document packages for approval by the Naval Ordnance Safety and Security Activity (NOSSA), Marine Corps System Command (MARCORSYSCOM), and the Department of Defense Explosives Safety Board (DDESB). The work may also include miscellaneous explosives safety services.
4. Depending upon the projects, consultations with regulatory agencies, such as the U.S. Fish and Wildlife Service (USFWS), state historic preservation offices (SHPO), and state environmental agencies will be required.
5. Anti-Terrorism/Force Protection (ATFP) considerations including Unified Facility Criteria UFC DoD Minimum Antiterrorism Standards for Buildings (most recent version). Experience with renovated buildings incorporating progressive collapse design, secure facilities, progressive collapse design. Secure facilities with open storage secret spaces, sensitive compartmented information facilities (SCIFs), high altitude electromagnetic pulse (HEMP) shielding, Intrusion Detection Systems (IDS), and related features in accordance with NAVY/DoD related criteria
6. Facility projects that incorporate photovoltaic systems, solar hot water heating, geothermal systems, and other new non-fossil fuel technologies.
7. Preparation of miscellaneous studies; Requests for Proposals (RFPs) for Design-Build projects; and design and documentation for Design-Bid-Build projects.
8. Preparation of MILCON DD Form 1391 Documentation, specifically Budget Final 1391 (including all requirements of the Region/FEC 1391) in accordance with the MILCON Team Planning and Programming Process (MTP3). Preparation of DASN notification packages for repair projects greater than $7.5 million, as well as miscellaneous planning services.
9. Design services including programming, design and engineering concepts, contract documents, construction cost estimates, value engineering studies, cost and schedule risk analysis (CSRA), quality control and quality assurance activities, surveys, shop drawing reviews, construction consultation and inspection.  Preparation of construction record drawings, DD Forms 1354, and eOMSI facility data workbooks. Use of NAVFAC eCMS and/or Kahua for submittal processing.
10. Preparation of comprehensive stormwater management and Low Impact Development (LID) plans that are required for the State of Maryland, the District of Columbia, and the Commonwealth of Virginia or other comprehensive stormwater management plans for localities as may be required for other NAVFAC Atlantic sites.  Interior design services including design, specification, procurement, installation coordination, and construction management services for both Comprehensive Interior Design (CID), which includes Structural Interior Design (SID) and Furniture, Fixtures & Equipment (FF&E).
11. Commissioning services in accordance with UFC 1-200-02 and LEED requirements for the facility types described in paragraphs b & c. Assigned commissioning specialists must have one of the certifications identified in UFGS 01 91 00.15 Building Commissioning.
12. High Performance and Sustainable Building (HPSB) Guiding Principles compliance tracking and reporting in accordance with UFC 1-200-02; to include application of the service-specific HPSB checklists, development of the appropriate compliance documentation, and management of the Third Party Certification (TPC) process.
13. Preparation of cybersecurity specifications and supporting documentation for facility related control systems (FRCS) in accordance with UFC requirements and participation in the construction phase cybersecurity commissioning process.
14. Coordination with the various regulatory agencies in the Washington metropolitan area, including preparation of submittals, presentation and approvals with the National Capital Planning Commission, the corresponding SHPOs in DC, Maryland, and Virginia, the U.S. Commission of Fine Arts, and the Maryland National Capital Parks and Planning Commission.
15. Coordination with regional government, transportation, and utility agencies such as DDOT, MDOT, VDOT, FHA, WSSC, DC Water, PEPCO, Dominion Power, Washington Gas, Verizon, Comcast, Cox, etc. 
16. Addressing hazardous materials that may exist at various project sites such as conducting surveys, testing, sampling, developing removal procedures, and preparation of associated contract documents. Firms must possess all hazardous materials licenses and accreditations required for the jurisdiction in which the project is located.

Interested firms are invited to respond to this sources sought announcement by completing and submitting a Standard Form (SF) 330 A-E Qualifications and a brief Capabilities package that shall address, at a minimum the following:

• Company Profile: Include the number of employees, annual receipts, number of offices and office locations, Unique Entity Identifier (UEI), CAGE Code, and small business designation..

• Type of Business: Identify whether your firm is Small Business Administration (SBA) certified 8(a), HUBZone, SBA certified Service-Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Women Owned Small Businesses (WOSB) and SBA certified Economically Disadvantaged Women-Owned Small Businesses (EDWOSB) concern(s). • Experience: Submit up to three projects completed within the past five years that are similar in size, scope, and complexity to the work described in this notice.  For each of the contract or project submitted for experience provide the title; location; whether you were a prime or subcontractor; award and completion dates; contract or subcontract value; type of work, scope of work; a brief description of how the referenced contract/project relates to the work described; and customer information including point of contact, phone number, and e-mail address. Do not submit basic IDIQ contracts; instead, submit representative task orders.

The capabilities package is not expected to be a proposal. It should briefly describe the firm's existing or demonstrated expertise and experience relevant to the anticipated A/E IDIQ Industrial Services contract.
